Consultant
Mike
Doiron graduated
from the
Transport Canada Air
Services Training Centre
in Ottawa in
1972 and was posted
to Halifax, Nova Scotia. Mr. Doiron acquired considerable
operational experience in both the Marine and Aviation environment
in Emergency Procedures, Search and Rescue activities, Meteorology,
Flight Planning and Air Ground communications.
In 1980 Mr. Doiron served as Manager of the Halifax Flight
Information Center. He was responsible for a large operational staff
providing Aviation services over a diverse geographic area. In 1996
Mr. Doiron accepted a position with System Safety, Transport Canada.
His duties included providing Safety Awareness training in Crew
Resource Management, Pilot Decision Making, Human Performance in
Aircraft Maintenance, Human Factors in ATC Operations, Company
Aviation Safety Officer and Human Factors in Airport Operations.
Mr. Doiron conducted research
and development
of new Safety and Awareness Programs based on identified incident
trends. Mr. Doiron recently retired as a Risk Management and Safety
Management Systems facilitator for Transport Canada. He was
responsible for maintaining the Occurrence reporting system for the
Atlantic Region and served as the Minister’s Observer on a number of
high profile aircraft accidents, most notable being the SWR111 MD11
accident September 2, 1998 and the MK B747 Cargo accident in October
of 2004. Mike also completed a 14-month assignment as an Accident
Investigator with the Transportation Safety Board of Canada.
Mr. Doiron completed the Certificate Program in Aviation Safety
Management with the
Southern California Safety Institute
(SCSI)
in May 2001. He is a
member of the International Society of Air Safety Investigators (ISASI).
Mr. Doiron has been a member of the Civil Air Search and Rescue for
20 years and a member of the Canadian Owners and Pilots Association.
He was the delegated examiner for Industry Canada for issuing
restricted radio licenses. In 1990 he was awarded the Transport
Canada Certificate of Achievement.
Mr. Doiron
has taught with John Dutcher on several projects including the Human
Factors to Improve Forecasting workshop delivered for the South
African Weather Service (SAWS) in Pretoria and occurrence
investigators of the South African Civil Aviation Authority (SA CAA)
in Johannesburg, South Africa in May 2006.
In addition to
being a regular consultant with Dutcher Safety & Meteorology
Services, he is also a regular instructor for the SCSI.
Mike is also President of Cirrus Aviation Safety Services based in
Halifax, Nova Scotia, Canada. In addition to worked with
Dutcher Safety & Meteorology Services, recent projects Mike has
worked on include conducting aviation accident prevention training
for the Department of the Interior in Alaska in February 2006 and
for international aircrews in Prague in April 2006. Providing an
aviation accident programme with ISASI in Jeddah, Saudi Arabia in
November 2006 and Aviation Safety Management Systems courses in Los
Angeles and Vancouver in January 2007.
